    Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

    Land Tenure Working Paper 1. This document analyzes the implications for land tenure and land policy of biofuels. It examines the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It aims to pave the way for future empirical research on the links between the spread of biofuels and access to land, through developing a conceptual framework for such research and through taking stock of data available in the literature.

    The Eastern and Anglophone Western Africa Regional Assessment meeting was organized by a task force consisting of FAO, the United Nations Economic Commission for Africa, African Land Policy Initiative, the United Nations World Food Programme, United Nations Development Programme, the International Fund for Agricultural Development and the United Nations Human Settlements Programme officials in Ethiopia.

    The report reviews a broad range of food security and agricultural development policy decisions implemented over the period 2007 to 2012 in more than 70 countries in Asia, Africa, Latin America and the Caribbean. Selected policy decisions were analysed following FAPDA’s classification, dividing policy decisions into three main categories: producer-oriented policies, consumer-oriented policies, as well as trade-oriented and macroeconomic policies. Policy decisions reviewed included those most debated and most frequently implemented since the 2007/08 food price crisis.

    Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. This report argues that the current rise in land grabbing needs to be urgently addressed, and focuses
    on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights.

     It is well recognized that secure land and property rights for all are essential to reducing poverty because they underpin economic development and social inclusion. Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

    The African Union Commission (AUC), the United Nations Economic Commission for Africa (ECA) and the Africa Development Bank (AfDB), acting as a consortium, have launched a joint initiative to develop a land policy framework in Africa to strengthen land rights, enhance productivity and secure livelihoods. Working in close collaboration with the regional economic communities (RECs), regional studies and regional consultations are being conducted to provide inputs into the development of the framework. This report is on the West Africa region.
