This document presents the results of an evaluation of an IFAD project aimed at preventing land degradation in Nepal. The project is based on leasehold forestry, an innovative approach introduced by IFAD in the early 1990s. It works by providing forty-year leases to groups of households and giving them user rights over plots of degraded forest land.

Although gender issues are today a priority on the agendas of irrigation policy makers, interventionists, farm leaders and researchers, there is still a considerable gap between positive intentions and concrete action. An important but hitherto ignored reason for this is the lack of adequate generic concepts and tools that are policy-relevant and can accommodate the vast variation in irrigation contexts worldwide. The Gender Performance Indicator for Irrigation (GPII) aims to fill this gap.

Amidst growing concerns about farmlands conservation, this paper examines the status of farmlands in two mountain watersheds ‘with’ and ‘without’ external intervention, located in the western hills of Nepal. Information was obtained from a household survey and group discussions conducted during April to September 1999. The severity of soil erosion from farmers' perspectives, density of landslides, soil nutrient balance and change in crop yield have been adopted as indicators of the status of the land.

This case study is one of a series of publications produced by the Forest Harvesting, Trade and Marketing Branch of FAO in an effort to promote environmentally sound forest harvesting and engineering practices.
