    As forest tenure reform is mainstreamed around the world, outcomes are increasingly determined by the institutions that are responsible for administering its operationalisation and translating policy into implementation. This global study examines state institutional contexts of tenure reform in Kenya, Uganda, Nepal, Indonesia, and Peru. Interviews were administered in 2016–2017 using a fixed questionnaire applied across all countries involving 26–32 respondents from state implementers of forest tenure reform in each country for a total of 145 respondents.

    After the political change in Nepal of 1951, leapfrog land policy improvements have been recorded, however, the land reform initiatives have been short of full success. Despite a land administration system based on cadaster and land registries in place, 25% of the arable land with an estimated 10 million spatial units on the ground are informally occupied and are off-register. Recently, a strong political will has emerged to ensure land rights for all.

    Land degradation, particularly soil erosion, is currently a major challenge for Nepal. With a high rate of population growth, subsistence-based rural economy, and increasingly intense rainfall events in the monsoon season, Nepal is prone to several forms of land degradation, such as floods, landslides, and soil erosion.

    The last two years have been a period of rebound and cautious optimism in Nepal. After having been hit by two large earthquakes in 2015 that killed over 9,000 people and rendered many more homeless, and having suffered through a long, tortuous constituent assembly process that finally resulted in a new constitution, the country has seen progress on political and economic fronts in the recent past. Governance, however, remains an issue.

    Land use and land cover (LULC) changes are regarded as one of the key drivers of ecosystem services degradation, especially in mountain regions where they may provide various ecosystem services to local livelihoods and surrounding areas. Additionally, ecosystems and habitats extend across political boundaries, causing more difficulties for ecosystem conservation.

    Smallholder farmers in the mid-hills of Nepal are facing an acute labor shortage due to out-migration which, in general, has affected the capacity to achieve timely crop establishment, harvest, and inter-cultural operations. These effects are more visible in the case of labor-intensive crops such as rice and promoting higher levels of rural mechanization has emerged as the primary policy response option. Nevertheless, quantitative evidence for the ability of mechanization to offset the adverse effects of shortages increasing labor prices in these systems is largely absent.

    Farmland abandonment is considered as an important phenomenon for changing eco-environmental and sociocultural landscapes of mountainous rural landscape. Many studies have analyzed farmland abandonment, its driving factors, geophysical processes and consequences at landscape: however, very few have focused on mountainous developing countries such as in Nepal, which is a rapidly urbanizing country suffering from serious farmland abandonment.

    Outmigration has become a key livelihood strategy for an increasing number of rural households, which in turn has a profound effect on land management. Studies to date have mainly focused on migrant households, and there is limited literature on the differences in land management practices of migrant and nonmigrant households. This article drew on a current study to explore how outmigration affects land management practices in the context of rapidly changing rural communities and economics in the middle hills of Nepal.

    There have been drastic changes in resource use practices and land-use patterns in the middle mountains of Nepal as a result of human transformation processes of the environment. This study aimed at assessing land-use and land-cover changes, especially those related to forest cover changes, in Phewa Lake watershed—a typical middle mountain watershed of western Nepal—using multi-temporal Landsat images from 1995, 2005 and 2017.
