    The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

    1. What are the most pressing issues involving land governance in your country?

    2. What are the most important issues for the researcher on land?

    This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the
    limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesia’s outer islands; the “development triangle” where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand.

    Over the last decade considerable research has been conducted on the development and the impacts of large-scale economic land concessions for plantations in Laos and Cambodia. These studies have variously illustrated that concessions frequently result in serious negative impacts on local people and the environment, often leading to dramatic transformations of landscapes and livelihoods. As important as this research has been, these studies have largely focused on the immediate impacts of the “enclosure” process associated with gaining access to land by investors.

    The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Planning and financial evaluation of production costs shall be prepared and funds destined to support all agricultural, forestry and aquaculture activities and operations.

    This report reveals new links between Australia's big four banks and three land grabbing case studies previously documented in Oxfam's 2014 report Banking on Shaky Ground. The new report also provides evidence that, even after Oxfam first alerted the banks to their exposure to land grabs, all four banks committed tens of millions of dollars in loan facilities to the agribusiness firm Cargill. A former subsidiary of Cargill acquired large tracts of land in Colombia’s Altillanura region that had been set aside by law for family farming.

    Conflict over land, combined with the systematic violation of land rights, is one of the most prominent human rights problems faced by Cambodians. The root of this problem can be traced back to the abolition of private ownership by the Khmer Rouge in 1975. This report provides an overview of the land conflicts and provides recommendations for resolving these conflicts.

    This Decree consists of 4 Chapters divided into 18 articles: General provisions (I); Contractual assignment of land for agricultural production (II); Contractual assignment of production forest land (III); Implementation provisions (IV). The objectives of contractual land assignment are to use land and forest resources in order to raise production and business efficiency of State-run agricultural or forestry farms, to create more jobs and increase incomes, etc.
