    Land policies are formulated with the goal of addressing land use management challenges. Therefore, a thorough investigation is required to assess effectiveness of land policy processes. The unknown land use policy effec[1]tiveness is how and where the formulation and identification of land use problems affect the throughput of policy implementation. The main objective of this paper is to assess the effectiveness of land policy processes using models of public policy analysis.

    Apart from the difficulty to attract new members, leakage of sales outside the cooperative is a major challenge for the coffee cooperatives in Rwanda. Local (independent) traders still constitute a major market for coffee producers. Yet, cooperatives also accept the produce from non-members and pay them the same price. Our objective in this paper is to analyse the importance of this phenomenon of double side-selling. We collected data from a sample of 170 coffee farmers. We use a probit model to analyse characteristics linked to cooperative membership and to study double side-selling.

The importance of land use and management systems to livelihood stability and economic growth is especially relevant in Rwanda, where eighty per cent of the population depends on subsistence agriculture in a rural system plagued by conflict over holdings and decreasing production.

    In the complex soilscape of Rwanda, failure to tailor soil fertility management technologies to specific soil types is the major constraint to their adoption. A study was undertaken to understand how scientists can introduce new soil-related technologies as part of the already functioning farmers’ soil knowledge (FSK) system and achieve soil-specific fertility management interventions. Farmer participatory research and biophysical diagnostic methods were used in Akavuguto watershed, southern Rwanda.
