For more than five years, the Women’s Land Tenure Security (WOLTS) Project has been investigating the intersection of gender and land relations in mining-affected pastoralist communities in Mongolia and Tanzania. The aim has been to develop a methodology for long-term community engagement and capacity building to protect and support the land rights of all vulnerable people – thus to fully mainstream attention to gender equity in land tenure governance within a framework that would facilitate improvements in community land rights across the board.

Across Africa, Asia and Latin America, investors are increasingly approaching rural communities seeking land for logging, mining, and agribusiness ventures. Even in those situations where the investors have followed FPIC guidelines and undertaken a formal “consultation” with the community, these consultations are generally conducted in a context of significant power and information asymmetries. Part of the power imbalance comes from communities’ lack of information about the value of community lands and natural resources.

Rapid growth of emerging economies, emerging interest in biofuels as an alternative to fossil fuels and recent volatility in commodity prices have led to a marked increase in the pace and scale of foreign and domestic investment in landbased enterprises in the global South. Emerging evidence of the negative social and environmental effects of these large-scale land transfers and growing concern from civil society have placed ‘global land grabs’ firmly on the map of global land use change and public discourse. Tanzania's land, local government and forest laws mean that rural communities have well defined rights to own, manage and benefit from forest and woodland resources within their local areas through the establishment of village forests. This approach, known by practitioners as Community Based Forest Management (CBFM) results in the legal establishment of village land forest reserves, community forest reserves or private forests. By 2008, 1,460 villages on mainland Tanzania1 were involved in establishing or managing village forests covering a total of over 2.345 million hectares.

Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.

The Land Matrix aims to contribute in an innovative and relevant way to the growing movement towards open development - allowing for greater public involvement in critical decisions that affect the lives of land-users around the world.

The LM Africa Focal Point developed a detailed profile of large-scale land acquisitions in Tanzania.

Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.
