    This report is a contribution of the knowledge management component of the LAND-at-scale programme (LAS) which is funded by the Netherlands Ministry of Foreign Affairs, and implemented by the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland - RVO). LAND-at-scale is a seven-year programme (2019-2026), that aims to contribute to fair and just tenure security, access to land and natural resources for all.

    In contrast to most Latin American countries with high land concentration, 1 Guatemala has been unwilling to consider re-distributive agrarian reform.2 One alternative proposed, therefore, for improving access to land for the rural poor is to make the land market more accessible. The following sections will describe Guatemala’s agrarian structure and land market, and assess the various land market programs implemented in Guatemala since the 1950s, focusing mainly on those undertaken in the 1980s and 90s.

    Property boundaries have a significant importance in cadaster as they define the legal extent of the ownership rights. Among 3D data models, Industry Foundation Class (IFC) provides the potential capabilities for modelling property boundaries in a 3D environment. In some jurisdictions, such as Victoria, Australia, some property boundaries are assigned to the faces of building elements which are modelled as solids in IFC. In order to retrieve these property boundaries, boundary identification analysis should be performed, and faces of building elements should be extracted.

    This article examines the seminal 1992 United States Supreme Court decision, Lucas v. South Carolina Coastal Council, 1 specifically focusing on the Lucas nuisance exception. I surveyed approximately 1,600 reported regulatory takings cases decided since the Lucas decision involving Lucas takings challenges. I identified the statutory nuisance cases in which state and local governments unsuccessfully asserted the Lucas nuisance exception as a defense to the courts' findings of a Lucas taking.

    This study assesses the determinants of forest land allocation to households in the forest tenure reforms in China in the period 1980-2005 using data from three provinces in Southern China; Fujian, Jiang Xi and Yunnan. Furthermore, it assesses the current level of tenure security on forest land and how this tenure security is affected by past and more recent policy changes.
