    The Miombo woodland is a vast African dryland forest ecosystem covering close to 2.7 million km2 across southern Africa (Angola, Democratic Republic of the Congo, Malawi, Mozambique, Tanzania, Zambia and Zimbabwe). The woodlands are characterized by the dominance of Brachystegia species, either alone or in association with Julbernardia and Isoberlinia species.     This study is aimed at gaining an understanding of the poverty and vulnerability situation of forest-dependent communities in the United Republic of Tanzania and generating information on the availability of social protection interventions, with a view to identifying pathways for establishing sustainable social protection for these communities.

    Forests, trees and woodlands cover almost one-third of the Earth’s land area. They are a crucial source of food and income for more than a billion people around the globe. They provide a variety of wood and non-wood products and vital ecosystem services – preventing erosion from wind and water, preserving water quality, shading crops and livestock, absorbing carbon which contributes to countering climate change, and providing habitat for many species of plants and animals, thus helping to conserve the planet’s biological diversity.

    The zero-deforestation movement has gained considerable momentum as governments and companies enter into commitments to curb deforestation. The most innovative are multi-stakeholder initiatives, where governments and international organi- zations have joined with the private sector and civil society organizations in making commit- ments to reduce deforestation. These pledges have created opportunities for improved forest governance by envisaging the private sector at the centre of the movement.

    The Government of Kenya is in the process of establishing a National REDD+ Programme through the Kenya Forest Service (KFS). Two critical elements of the National REDD+ Programme are forest reference levels (FRL) and a National Forest Monitoring System (NFMS). This document describes the steps towards establishing the design of the NFMS and reference levels, through an enumeration and description of required tasks.

    The aim of this document is to help countries seeking to develop a REDD+ Forest Reference Emission Level and/or Forest Reference Level (FREL/FRL) under the UNFCCC. The document provides a structural overview of UNFCCC requirements for FREL/FRL construction, summarizing UNFCCC guidance and translating it into elements needed for FREL/FRL construction. A description of possible advantages and risks associated with different options for each of these elements is added to provide some practical considerations to FREL/FRL construction.
