In 2007, ICARDA celebrated its thirtieth anniversary. The Center and its partners have worked together for three decades to improve the food security and livelihoods of the poor in dry and marginal areas. During this time, we have seen significant changes in the biophysical environment and in socio-economic circumstances. New farming technologies, new livelihood options, and better policies and institutions are speeding up agricultural development in the world's dry areas, and we are proud of the role we have played in this progress.

This paper developed from an articulated process to address the rights to land of pastoral groups, within a holistic perspective and accounting for changes brought about by climate change. It brings together the inputs made by over 120 participants in a web-based forum organised in 2006 and managed by the International Land Coalition on pastoral land rights. Further materials and lessons have been drawn from a number of projects and experiences all around the world, in order to provide a comprehensive update about the rights of nomadic and pastoralist groups and natural resources.

Desertification is defined as land degradation in arid, semi-arid and dry sub-humid areas, resulting from various factors, including climatic variations and human activities. More than one third of the surface of the earth consists of drylands. In terms of population, one out of every five people of the world live in already degraded or desertification-prone drylands. These people include many of the world’s poorest, most marginalized, and politically weak citizens. For instance, nearly 325 million people in the African continent live in drylands.
