    Land has been one of the major concerning factors in escalating disputes and conflicts between ethnic groups in Sri Lanka, including the violation of minority rights. This paper examines the impact of land policies and land-based development programs on the rights of ethnic minorities in eastern Sri Lanka by analyzing selected major policies and projects. The analysis is interpretive and descriptive in nature. Secondary literature was the primary source for the analysis.

All three pillars of MIB – Malay culture, the religion of Islam, and the institution of an absolute Monarchy - are traditional, long standing Bruneian features, which have been expertly crafted in the last two decades to act as the filter by which modernisation and development can occur.

    Registration of land title evidences an indefeasible ownership. However, many people have become victims of fraud. Due to the increase in fraud and the weaknesses of the registration system in the country, this study aims to provide solution to the problem. The paper highlights the controversy surrounding indefeasibility and the concept of federalism in the land administration systems in Malaysia. The electronic land systems and fraud prevention measures in the country are also analysed. While other jurisdictions have title assurance fund, it is not available in Malaysia.
