It elucidates the linkage between rational choice theory and theories on land use change. It builds a quantitative framework to connect the environmental method of Material Flow Analysis to basic issues of rural development such as agricultural intensification and food security.

    The surge in food prices in the last years, following a century of decline, has been the most marked of the past century in its magnitude, duration and the number of commodity groups whose prices have increased. The ensuing crisis has resulted in a 50–200% increase in selected commodity prices, driven 110 million people into poverty and added 44 million more to the undernourished.

    Access to land for smallholder farmers is a critical foundation for food security in Myanmar's uplands. Land tenure guarantees seem to be eroding and access to land becoming more difficult in some upland areas. If this trend continues it may have negative impacts for food security and undermine environmental and economic sustainability. This briefing paper explores the relationship between land tenure and food security, as well as key institutional and other factors that influence land access and tenure for smallholder farmers in the uplands today.
