    About two-thirds of the developing world’s 3 billion rural people live in about 475 million small farm households, working on land plots smaller than 2 hectares. 1 Many are poor and food insecure and have limited access to markets and services. Their choices are constrained, but they farm their land and produce food for a substantial proportion of the world’s population. Besides farming they have multiple economic activities, often in the informal economy, to contribute towards their small incomes.

    Lesotho regularly features in the African and international media as a country blighted by drought, hunger and food insecurity. Much of the discussion about the causes and remedies for food insecurity, including within Lesotho itself, focuses on the rural population and the precipitous decline in domestic food production in recent decades. This report argues that the rural bias of both donors and government ignores the fact that poverty and food insecurity are increasingly important urban issues as well.

In its current form, PLUP integrates inputs about climate change and sea level rise to help the community utilize the resources within its vicinities.     More than 80 percent Canadians live in cities with almost one-quarter of country’s total population living in the Greater Golden Horseshoe (GGH) area. The GGH stretches in a curve around the western side of Lake Ontario with the City of Toronto occupying the northern side of the horseshoe. The GGH is an area of high potential food production as well as rapid population growth creating a mix of difficult to reconcile, opposing demands. For example, the need for housing and residential infrastructure conflicts directly with the need to preserve prime agricultural lands.
