    Agriculture is directly linked to the socio-economic development of every region. Agriculture impacts us all, whether we are seeking food security, better health or striving to conserve natural resources. Goal 2 of Sustainable Development Goals (SDGs) underlines the significance of agriculture as a means to achieve food security. United Nations in its recently published report titled “World Economic Situation and Prospects 2020”(UN, 2020) has declared agriculture as one of the global priorities for achieving high-quality health care and formal employment opportunities.

A Índia rural, nas últimas décadas, passa por uma grave crise agrária, como consequência da comercialização da agricultura, da dominação do setor por corporações multinacionais, dívidas enormes entre os pequenos agricultores e trabalhadores agrícolas.     Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need.

    Examines—from the perspective of transaction costs—factors that constrain access to land for the rural poor and other socially excluded groups in India. They find that: Land reform has reduced large landholdings since the 1950s. Medium-size farms have gained most. Formidable obstacles still prevent the poor from gaining access to land. The complexity of land revenue administration in Orissa is partly the legacy of distinctly different systems, which produced more or less complete and accurate land records.

This publication updates and revises UN-HABITAT’s 2004 publication ‘Urban Land for All’, and stresses the need for policies that facilitate access to land for all sections of their existing and future populations – particularly those on low or irregular incomes.
