    This report is the first in a series of research studies that the Economic Commission for Africa (ECA) will produce with a view to improving the understanding of the links between land tenure systems and sustainable development in Africa. In a continent where 80 percent of the population relies on agriculture for their livelihood, the formulation and implementation of appropriate land policies is a paramount factor in poverty reduction strategies. Research is therefore needed to help policymakers take learned decisions when addressing land tenure issues.

    Now and again, it has been argued that lack of appropriate/improved technologies and non-use of complementary improved inputs are the root causes of the African vicious circle of low agricultural productivity, food shortage, low income and perpetual poverty. These constraints necessitate the African countries putting the applications of science and technology at the core of their vision and strategies for food security, poverty eradication and sustainable development.

    This brief explores the reform of land tenure institutions which re-emerged in the 1990s, and asks if these reforms are any more gender sensitive than those of the past?The paper highlights that a focus of the recent reforms has been on land titling, designed to promote security of tenure and stimulate land markets. The reforms have often been driven by domestic and external neoliberal coalitions, with funding from global and regional organisations which have argued that private property rights are essential for a dynamic agricultural sector.

    This paper takes a grassroots approach to understand the causes of the variation in food security status among rural farm households Ethiopia.The research is carried out by the Broadening Access and Strengthening Input Market Systems (BASIS) project in Ethiopia which conducted a panel of household surveys since June 2000 in four study districts in South Wollo and Oromia zones of Amhara region.

This study analyses land reform policies in Angola and South Africa with a view to assess its impact on food security. Both countries have introduced extensive land reform policies following histories of colonialism, occupation and oppression which displaced many people.The paper begins with a background of South Africa and Angola and discusses the governments’ land reform policies.
