In addition to global events and food policy changes, 2015 also saw important developments with potentially wide repercussions in individual countries and regions. This chapter offers perspectives on major food policy developments across the major regions: Africa, the Middle East and North Africa, Central Asia, South Asia, East Asia, and Latin America and the Caribbean.

This assertion is based on the fact that about forty nine percent of the Zambian population depends on agriculture, primarily through smallholder production for their livelihoods and employment (CSO, 2014). Notwithstanding this fact, in 2015 the sector contributed 8.5 percent to the GDP and approximately 9.6 percent of national export earnings (CSO, 2015; World Bank, 2016). The potential for agricultural growth in Zambia is staggering.

This paper presents the empirical findings of a research study undertaken in the Western Province of Zambia. The principal objective was to explore if the issuance of land ownership certificates (LOCs) improves the customary landholders’ perceptions of security of tenure. Thus, we test a null hypothesis that: ‘There are no significant differences in the perceived security of tenure between customary landholders with land ownership certificates and customary landholders without land ownership certificates’.

O estudo realizado nas províncias de Nampula e Zambézia revela que os processos de concessão de DUATs têm sido diferenciados consoante a zona, o produtor e a autoridade encarregue do processo e a finalidade.

Utaran began work on the Sustainable Access to Land Equality (SALE) project to ensure transparency and accountability in land governance in December 2012, in partnership with CARE Internaional UK and Manusher Jonno Foundaion (MJF). The project engaged communiies in three pilot upazilas - Amtali Upazila of Barguna District, Mohanpur of Rajshahi, and Sadar of Jamalpur-to raise the awareness of vulnerable landowners about land administraion, and to effect transparent processes for selecing landless people and for khasland setlement.

The Legal Guide itself will be part of a larger process of consultation and discussion, with key decision points followed by recommendations and a roadmap for strengthening the regulatory system for seeds and other inputs.
