This report is the first in a series of research studies that the Economic Commission for Africa (ECA) will produce with a view to improving the understanding of the links between land tenure systems and sustainable development in Africa. In a continent where 80 percent of the population relies on agriculture for their livelihood, the formulation and implementation of appropriate land policies is a paramount factor in poverty reduction strategies. Research is therefore needed to help policymakers take learned decisions when addressing land tenure issues.

The report analyzes the changing tripartite constellations between South African black smallholders, the pre- and post-apartheid state, and the country’s large-scale agribusiness and irrigation industry. A recent mode of farming is the ‘joint venture’, in which smallholders hand over land and share in the net profits, while a strategic partner manages the cultivation with own inputs and equipment, and markets the output.

Irrigation development has been slow in these countries, and has been mainly through traditional schemes.

The drivers of this investment are varied and include growing food, water and energy insecurity as well as social and economic interests of investors and recipient countries. The shape of these investments and their eventual outcomes are equally influenced by the existing land and water governance systems in the host countries.

Land, fisheries, forests and other natural resources provide a basis for livelihoods and social, cultural and religious practices. However, most people in rural areas in developing countries do not have any form of documentation to protect their land and natural resources rights, which puts their livelihoods and consequently their food and nutrition security are at risk. Secure tenure rights promote responsible investment in agriculture that could increase productivity and enhance food security and nutrition.
