    Une lettre du Président de la République Malgache sur la sécurisation foncière datée du 25 mai 2022 a annoncé le rétablissement des droits fonciers des occupants des propriétés foncières privées non titrées (PPNT) qui avaient été mis à mal par la loi 2021-016. La confirmation devrait être officialisée par le vote d’un nouveau texte par les députés et sénateurs avant la fin de la session parlementaire début juillet. Cette lettre a également annoncé l’organisation d’un Colloque National sur le Foncier du 8 au 10 juin.

    • Plus de 60 % de la superficie de Madagascar est classée comme pâturage permanent et l’élevage communautaire est pratiqué sur de vastes espaces par des collectifs d’éleveurs.
    • Pourtant, les terrains de pâturage extensifs, que les éleveurs appellent kijana, existent dans un vide juridique : légalement, ils ne sont ni terres de propriétés non titrées, ni terres à statuts spécifiques.
    • Le kijana est un ensemble multifonctionnel de plusieurs types d’unités d’occupation du sol qui assurent des services diversifiés pour les troupeaux et pour les éleveurs.

    Farmer-herder conflict in sub-Saharan Africa?

    This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

    In September 2011, residents of Je--- village, Kawkareik Township told KHRG that they feared soldiers under Tatmadaw Border Guard Battalion #1022 and LIBs #355 and #546 would soon complete the confiscation of approximately 500 acres of land in their community in order to develop a large camp for Battalion #1022 and homes for soldiers' families. According to the villagers, the area has already been surveyed and the Je--- village head has informed local plantation and paddy farm owners whose lands are to be confiscated.

    Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.

    The Government of Zambia is embarking on an ambitious program of legal and administrative reforms in land policy. Although the need to liberalize the land market is universally shared, the ideas on how to accomplish this transformation are not. Two decades of underinvestment in field research have resulted in the present situation of micro-level data on land tenure and farm-level production, consumption, and resource management inadequate to guide policy decisions.

    Conversion of customary land

    Zambia recognizes two types of land tenure: customary and leasehold tenure. While historically the majority of land in Zambia has been held under customary tenure, leases (also called leasehold titles) are the only legal means of holding land rights. In 1995, a new Land Act was passed, which makes it easier for investors to acquire leasehold titles to customary land. When an investor obtains a leasehold title to customary land, the customary land reverts to the state once the lease expires and is thereafter governed by statute.
