Élevages au pâturage et développement durable des territoires méditerranéens et tropicaux

En zone méditerranéenne et tropicale, les élevages familiaux de ruminants au pâturage contribuent directement à huit des dix-sept objectifs du développement durable (ODD) du programme des Nations unies pour 2030.

Plus de 60 % de la superficie de Madagascar est classée comme pâturage permanent et l’élevage communautaire est pratiqué sur de vastes espaces par des collectifs d’éleveurs.

Pourtant, les terrains de pâturage extensifs, que les éleveurs appellent kijana, existent dans un vide juridique : légalement, ils ne sont ni terres de propriétés non titrées, ni terres à statuts spécifiques.

Le kijana est un ensemble multifonctionnel de plusieurs types d’unités d’occupation du sol qui assurent des services diversifiés pour les troupeaux et pour les éleveurs.

This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.

The report explores the evictions of pastoralists and other conflicts over pastoralists’ land in Tanzania, with focus on the past decade.

Although most of these evictions and land based conflicts have been documented, the associated human and legal rights violations have increasingly lead to concern amongst civil society. A study was therefore commissioned to collate the available information as well as to visit affected pastoralist communities to assess the current situation faced by pastoralists in the country.

Pastoralists in Tanzania are suffering from many human rights violations, including forced evictions from their lands. This report gives a comprehensive analysis of the human rights situation of indigenous peoples in Tanzania, and documents cases of human rights violations against Maasai pastoralists during 2011.

The information contained in this report is a result of a comprehensive survey and human rights analysis, which used both primary and secondary data collection methodologies covering a total of 10 districts and 18 villages.

Communal lands are central to the livelihoods of many Tanzanians, particularly to pastoralists and hunter-gatherer groups. But a number of factors can undermine the security of these lands remaining ‘communal,’ in turn threatening the livelihoods of many people and cultures. This brief sets out a new mechanism for strengthening community land rights by securing local tenure through acquiring a Certificate of Customary Right of Occupancy (CCRO).
