    The paper documents how the implementation of the land tenure policy of the Vietnamese government has affected the agricultural system, livelihood strategies and food self-sufficiency of Thai farmers in a remote upland village, Que, in Nghe An Province, North Central Vietnam. It is shown that the enforcement of restrictions on the area under swidden agriculture has resulted in a strong reduction of swidden agriculture production and shortened fallow periods, not compensated for by the slow increase in paddy rice production.

    Mainstream analysis of contemporary livelihood transformations and rural development in the upland regions of Southeast Asia has hitherto focused primarily on the role of agricultural commercialization and cash crops. This is reflected in policy narratives that conflate the fortunes of rural households to the expansion of a particular kind of entrepreneurial agriculture. In this article, we problematize the dynamics of economic and social change in the little-studied uplands of Chin State, Myanmar, against this policy backdrop.

    ABSTRACTED FROM EXECUTIVE SUMMARY: This research analyses the ways in which current changes in land tenure, agrarian and socio-economic systems are reshaping resource allocations and transfers within households in indigenous communities in Ratanakiri Province, Cambodia. While other gendered aspects of the transformations occurring in indigenous societies have received more attention in recent years, the changes occurring in the customary laws that determine land access, ownership and inheritance alongside gender, as well as generational lines, have not been explored.

    This participatory poverty assessment (PPA 2006) comprises one component of ADB’s Technical Assistance to the Lao People’s Democratic Republic for Institutional Strengthening for Poverty Monitoring and Evaluation. The goal of this PPA, as with the first PPA in 2000, is to complement the statistical analyses of poverty in a meaningful way and to record the experiences and concerns of the poor in order to initiate and identify more effective forms of public and private actions to alleviate poverty.

    Over the past 15 years, northwest Cambodia has seen dramatic agrarian expansion away from the central rice plain into the peripheral uplands fuelled by peasant in-migration. Against this background, we examine the nature of relations between the peasantry and the state. We first show the historical continuities of land control processes and how the use of violence in a post-conflict neoliberal context has legitimised ex-Khmer Rouge in controlling land distribution.

    Over the last decade, the highlands of Ratanakiri province in northeastern Cambodia have witnessed massive land acquisitions and profound land use changes, mostly from forest covers to rubber plantation, which has contributed to rapidly and profoundly transform the livelihoods of smallholders relying primarily on family-based farming. Based on village- and households-level case studies in two districts of the province, this paper analyses this process and its mid-term consequences on local livelihoods. We first look at who has acquired land, where, how and at what pace.

    The purpose of this policy brief is to provide national and state-level policymakers, private sector investors, civil society and donors with an analysis of the rural economy of Mon State and pathways to improved prosperity for its population. The analysis is based on a representative survey (the Mon State Rural Household Survey 2015) of 1680 rural households, which comprise 73% of Mon State’s 2 million residents, and extensive interviews with farmers, traders, processors, local leaders and government officials.
