    Countries of the Near East, North Africa, Europe and Central Asia (NEN) region face a myriad of social, economic and political challenges that have stalled their structural and rural transformation processes. This has had a detrimental impacton rural youth, who, as a result, face limited economic opportunities. The NEN region has the highest youth unemployment rates in the world. Weak education systems are failing to provide youth, especially in rural areas, with the cognitive and non-cognitive skills they need to compete in a global economy.

    This study examines the socioeconomic features that underpin the expansion of groundwater-dependent irrigation in Northern State, Sudan. Groundwater development in the region serves as an economic lifeline given the poor Nile-based irrigation infrastructure and future changes in Nile hydrology. Groundwater-dependent irrigation is found to be expanding in previously uncultivated regions increasingly distant from the Nile.

    This paper reviews the process of agricultural policy reforms in Morocco in the 1980's, with particular emphasis on the cereals and sugar sub-sectors. Agricultural policy is reviewed in historical perspective, to show that the liberalisation process which was proposed in the framework of structural adjustment reforms ran contrary to the agricultural development strategy followed by Morocco since Independence. The macro-economic performance of Morocco is examined. It shows that the origin of the economic policy reforms can be found in the necessity to seek balance of payment ssupport.

    Includes land regulatory framework; foreign direct investment and large-scale land acquisition; mechanized farming agriculture; lack of transparency and corruption in land use and allocation; land and conflict. Argues that land tenure insecurity has resulted from the imposition of formal law that does not recognize individual rights to unregistered land. State authorities have considered unregistered land to be state land and thus available to transfer to private commercial interests, the military, land speculators, and elites without regard for customary rights.

    In this paper the author analyze the link between spatial agglomeration, spatial disparities and political governance with an emphasis on the Middle East and North Africa (MENA) region. The agglomeration index and the urban-rural consumption ratio are used respectively as a measurement of spatial agglomeration and spatial disparities. The author distinguishes two aspects of political governance: political rights and political stability.
