The provision of public goods and the amelioration of market failure are the classical justifications for government intervention in the economy. In reality, (1) governments intervene in markets that are not affected by failure, and (2) a large share of the government resources is spent in private goods, not in public goods. In contrast to issue 1, issue 2 has received little attention in the literature, in spite of the potentially large efficiency and equity losses arising from misguided allocations of public expenditures.

Poor governance is a major impediment to
achieving development outcomes of the forest sector. It
results in losses of income, employment, government
revenues, and local and global environmental services.
However, at present, no comprehensive guide to reforming
forest governance has been developed. Although usually it is
relatively easy to recognize that the forest sector in a
country is failing to deliver all its potential benefits,

More forest area is being designated for
use by local communities and indigenous peoples. In a
growing number of countries legislation is being introduced
to ensure that local partners share in the benefits of
forest operations and participate as active stakeholders in
the sustainable use of forest resources. Private sector
investment in the forest sector is increasing as well. For

It deconstructs the concept of benefit sharing. It also
provides a summary of the main findings from three recent

practitioners are eager to see the benefits from REDD plus
initiatives shared with local partners. Equally important to
understanding how local partners might benefit are questions
such as, who should derive benefits from REDD plus
initiatives, and how to ensure these initiatives reach the

    Guinea, Guinea-Bissau

    After decades of turmoil and
instability, a period of calm and progress evolved in
    Guinea-Bissau in 2009. A military coup in April 2012
interrupted it. A fresh start is needed to alter the
dynamics that kept Guinea-Bissau poor. In 2013, Gross
National Income per capita was US$590. Average economic
growth barely kept pace with population growth. In 2010,
poverty at the national poverty line of US$2 a day was 70
