The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

Although «urban» and «rural» development are often considered as in opposition to each other and seen as competing with each other for investment and support, many urban centres owe much of their economic base to agriculture. Ironically, one of the best tests of whether rural development is working is whether local urban centres are booming - as increasing agricultural output is served by markets and producer services there, and as real increases in income for a wide range of rural households are reflected in increased demand for goods and services provided by urban-based enterprises.

Without such growth, it will not be possible to improve food security or halt natural resource degradation. It seems unlikely that all countries of Africa will choose to put in place the necessary conditions for growth, which makes it all the more important to decide at the outset which conditions are most likely to beget further success.
