This paper deepens the economic analysis of the effects of land consolidation – reduction of land fragmentation. It does this in the context of rural Vietnam, studying whether land consolidation promotes or hinders the Vietnamese government's policy objectives of encouraging agricultural mechanization and stimulating the off-farm rural economy. The analysis views land consolidation as a form of technical change, making it possible to apply the rich insights developed in the economic literature on that subject.

The tsunami that originated from the Indian Ocean in 2004 wreaked massive destruction, killing more than 130,000 people and displacing half a million individuals in Aceh, Indonesia. More than 800 kilometers of coastline was affected, and close to 53,795 land parcels were destroyed. Training Resources & ToolsPolicy Papers & BriefsSeptember, 2012Vietnam, Eastern Asia, OceaniaVietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. China to examine the dynamics of land transactions, machine
investments, and the demand for machine services. Recently,
China's agriculture has experienced a large expansion
of machine rentals and machine services provided by
specialized agents, which has contributed to mechanization
of agricultural production. The empirical results show that
