Training Resources & Tools
Policy Papers & Briefs
Vietnam, Eastern Asia, Oceania
Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

Most allocations were made to politically correct individuals without justification and resulted in individuals being unjustly enriched at great cost to the people of Kenya.

In considering the contribution that Rural Local Institutions (RLIs) can make to Sustainable Livelihoods (SLs), authors bring together two important concerns that emerged among development practitioners in the 1980s and 1990s, respectively. RLIs are important for addressing and mitigating factors of insecurity and instability, dealing in particular with various aspects of vulnerability. RLIs can also support participation (voice), conflict mitigation (peace), and external linkage (market expansion).

The Africa Development Indicators 2007 essay explores the patterns of growth in Sub- Saharan Africa over the past three decades. It finds that the volatility of growth-an outcome of conflict, governance, and world commodity prices-has been greater than in any other region. Volatility has dampened expectations and investments-and has obscured some periods of good performance for some countries. The essay shows that pickups in growth were seldom sustained- indeed, that they were often followed by ferocious declines, and hence, Africa's flat economic performance over 1975-2005.
