Looks at five periods;starting with early colonisation by white settlers;then examines the consolidation of ‘European agriculturefollowing World War II;before investigating the liberation war era from the mid-1970s.

    Farmer-herder conflict in sub-Saharan Africa?

    This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

    This report draws on 10 case studies of recent large-scale land deals and aims to improve understanding of the investment chains that underpin the deals, and to identify ‘pressure points’ for effective public action to ensure that investments respond to local and national development agendas and promote inclusive sustainable development. The findings of this research demonstrate the wide scope for strategies to be targeted at diverse actors, by a wide range of players, to ensure that investments uphold the Voluntary Guidelines (VGGT).

But significant questions remain over how best to: recognise the possibly divergent visions, interests and constraints of various actors; address often substantial power imbalances; and ultimately promote agency among rural producers and their communities – that is, their ability to choose, act and influence realities around them.

    Recent years have seen pastoralist communities in Tanzania becoming increasingly impoverished and vulnerable, due to  livestock diseases, drought, fluctuating market prices and unfavourable policies. This paper discusses strategies to address the last of these factors with reference to the Ereto-Ngorongoro Pastoralist Project, which was set up in response to growing concern about the unprecedented and rising levels of poverty among pastoralists in Ngorongoro Conservation Area (NCA).

    Investigates the processes and impact of commercialisation of land in Malawi – specifically the acquisition of huge tracts of communal lands by foreign companies and local elites for sugarcane production in Nkhotakota and Chikwawa districts. The main finding was that ‘land grabbing’ for large-scale commercial agriculture in these two districts negatively affected the livelihoods of the poor communal farmers.     Presents an example of a biofuels production project and its value chain to argue that there is a need for a land and investment policy to guide communities, investors and stakeholders. The expansion of commercial sugarcane farming and the establishment of an ethanol refinery at Chisumbanje in Chipinge District present both opportunities and risks for rural people. Without clarity on land tenure, investors are faced with challenges when deciding the extent to which they can put their money into agriculture.

    Explores current and potential impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. Finds that biofuels could revitalise rural agriculture and livelihoods, but may also marginalise and exclude poorer people – particularly where local land rights are insecure, capacity to enforce them is limited, and major power asymmetries shape relations between local resource users and large industry players.

    Large-scale land acquisitions can have lasting repercussions for the future of agriculture, including both agribusiness and family farming. Rather than rushing into land deals, governments and investors should properly consider the wider range of options to invest in agriculture. In many parts of the world, family farmers have proved efficient and dynamic. Working with them can generate healthy returns, avoid the risks associated with land acquisitions, and improve farmers’ livelihoods.
