    Laos

This report presents results of the Lao Census of Agriculture 2010/11. It highlights the major findings of the census, featuring commentary and graphical presentations, as well as some summary tables. Results are shown for each province. The report is available in Lao and English as separate documents.   The Lao Census of Agriculture 2010/11 was the second agricultural census undertaken in Lao PDR; the first was conducted in 1998/99. Since the first census, there have been significant changes in the agricultural sector and these changes needed to be captured in another census.

    Kenya, Philippines

This paper analyzes the adoption behavior of smallholder farmers using comparable plot-level duration data for Kenya and The Philippines. We find that adoption behavior is strongly linked to the process of land ownership transfer. This relationship is found both for data from Kenya and The Philippines and is robust to the inclusion of observed and unobserved village, household, plot, and time factors.

    A Critical Review

    South Africa, Southern Africa, Africa

This paper provides an overview of land reform in South Africa from 1994 to 2011, with the focus on the land redistribution. The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

Food, Farms and Fields in China 2030

China's success in addressing food problems after adopting the reforms in 1978 has been nothing less than remarkable. Grain output (rice, wheat and maize) has almost doubled and most hunger has been eliminated. Ever since China embarked on its reform agenda more than 30 years ago, its economic growth and poverty reduction have been nothing less than remarkable. Agriculture has been an important contributor to these developments.

    This paper provides empirical evidence
of nonlinearity in the relationship between crop
specialization in a village economy and the extent of the
market (size of the urban market) relevant for the village.
The results suggest that the portfolio of crops in a village
economy becomes more diversified initially as the extent of
the market increases. However, after the market size reaches
a threshold, the production structure becomes specialized

    Haiti

This paper addresses labor markets in
Haiti, including farm and nonfarm employment and income
generation. The analyses are based on the first Living
Conditions Survey of 7,186 households covering the whole
country and representative at the regional level. The
findings suggest that four key determinants of employment
and productivity in nonfarm activities are education,
gender, location, and migration status. This is emphasized

    China, Global

In this paper, the authors examine the
impact of reductions in barriers to migration on the
consumption of rural households in China. The authors find
that increased migration from rural villages leads to
significant increases in consumption per capita, and that
this effect is stronger for poorer households within
villages. Household income per capita and non-durable
consumption per capita both increase with out-migration, and

There is compelling evidence of the
importance of gender equality for poverty reduction and
sustainable growth. So it should come as no surprise that
    most development actors-international agencies, bilateral
donors, and most developing countries, have an official
policy for promoting gender equality. Millennium Development
Goal 3 (MDG3) on gender equality and women's
empowerment is shared global commitment. With only seven

    Index insurance, such as weather
indexing, addresses other inherent problems in insurance by
using an indicator that is not affected by individual
behavior and may address monitoring costs and moral hazard.
A number of innovations using index insurance are being
tried currently in diverse settings ranging from India to
Mongolia to Malawi. Marketing costs may limit the provision
of such insurance to small farmers, but even in such cases
