An agreement between the Zimbabwean Government and the Commercial Farmers Union on compensation for land taken from white farmers was finally agreed on 29 July 2020;20 years after the land reform programme began. There had been previous attempts;but the science of asset valuation is far from exact. The issue had blocked international recognition of the Zimbabwean Government. Looks at the detractors and sceptics and asks how the agreed sum of US$3.5 billion will be paid for. Believes this is an immensely important step in a long-running and frustrating saga.

APRA Working Paper 35
June, 2020ZimbabweThis document presents results from the 8 April 2020 on-line conference on the impact of COVID-19 on small-scale farming;food security and sovereignty in the East African Community. There were 53 participants from 16 countries. The conference strongly acknowledged the contribution of small-scale farmers towards feeding the population during the time of COVID-19. Governments have tightened borders and restricted gatherings;but small-scale farmers often operate in groups. Redistributive land reform and agrarian reforms since 2000 progressively changed some of Zimbabwe's agrarian relations, particularly by broadening the producer and consumption base. However they fuelled new inequities in access to land and farm input and output markets. These complex structural changes are explored using a series of surveys, secondary sources and official documents. Findings show that exploitative agrarian labour practices continue despite the diversification of labour towards numerous farms and other enterprises.

This article explores whether mechanisation affects patterns of accumulation and differentiation in Zimbabwe's post land reform where policy consistently disadvantages smallholders. Is the latest mechanisation wave any different? The article considers dynamics of tractor access and accumulation trajectories across and within land use types in Mvurwi area. Larger, richer and well-connected farmers draw on patronage networks to access tractors and accumulate further. Some small to medium-scale farmers generate surpluses and invest in tractors or pay for services.

Our goal is to provide the scientific basis for development investments and policies that promote more productive, profitable agriculture, and healthier diets at no environmental cost. Low-income, smallholder farmers face significant challenges across sub-Saharan Africa (SSA). High population growth is coinciding with migration to the cities as younger populations seek out higher income-earning opportunities. Inadequate infrastructure and few markets for agricultural production in rural areas, for example, are leading to stagnated opportunities for smallholders.

A review of Zimbabwe in 2001, focusing on the land question and farm workers. Reflections on conferences on Zimbabwe in Copenhagen and on farm workers in Southern Africa in Harare, with a section highlighting the key issues brought out in a new book on farm workers in Zimbabwe. Argues that issues around farm workers need to be seriously rethought and debated across the political spectrum and that land is a part of a much wider crisis of governance.
