The Regulation defines the main tasks, functions, rights and responsibilities, as well as the organization of activities, in particular ensuring analytical (laboratory) control in the sphere of environmental protection of the Centre for specialized analytical control in the field of environmental protection.
The Parties shall cooperate in the following areas related to environmental protection: land protection and land tenure, protection of soil, subsoil, forests, water, air, ozone layer and climate, wild flora and wild fauna.
Cooperation shall be carried out in the following areas: (a) use of economic methods in nature management with the application of environmental audit; (b) rate setting, standardization, metrology and certification in the field of environmental protection; (c) environmental monitoring; (d) protection of atmospheric air; (e) protection of surface and groundwater; (f) protection of land; (g) protection of wild flora and wild fauna; (h) protection and development of protected natural areas; (i) exploration of mineral deposits with the application of environmental-friendly methods; (j) scientifi
Article 7 shall be amended to add the following wording: “Protection belts and water conservation zones of surface waterbodies shall be established for reduction of pollution of water ecosystems, prevention of erosion, restriction of economic activities in flooded areas, and also with a view of conservation of typical landscapes”.

This Decree establishes the modalities of performance of local environmental monitoring by legal persons performing economic and other activities causing negative environmental impact, including ecologically hazardous activities. Local environmental monitoring shall be integral part of the National environmental monitoring system. Local environmental monitoring shall include: (a) emissions to the atmospheric air by stationary sources; (b) effluent waste water discharge to surface waterbodies; (c) groundwater in areas of potential pollution; and (d) soil in areas of potential pollution.
This Regional Law establishes the modalities of organization of the territories of traditional management of indigenous small-number populations of the North, legal status of nature management and is directed at the solution of economic, social, ecological and demographic problems for ensuring conservation of the traditional way of life of indigenous peoples. Areas of traditional management of indigenous peoples shall be classified as protected areas.
The scope of this Law shall be to protect public interests with a view of ensuring territorial integrity, national, economic and energetic security, social protection of the population, environmental protection, rational management of natural resources and conservation of historical and cultural heritage.
