    These Regulations are enacted in accordance with the Hot Spring Act.The Regulations provide for land-use zoning and land-use change procedures within hot spring areas. A change of land use within the boundaries of a hot spring area shall be subject to the procedures for change of zoning and land use as stipulated in the Regional Planning Law, the Urban Planning Law, the National Parks Law, and other applicable laws and regulations.

Preservation of verifying documents connected with pollution investigation responsibilities; etc.

    These Rules, consisting of 32 articles, are formulated in accordance with the Soil and Groundwater Pollution Remediation Act.The competent authority with local jurisdiction shall determine the possible scope of pollution when performing verification work. Prior to the official announcement of the area as a control site, the competent authority may order the polluter or user, manager or owner of the site to adopt appropriate measures within a limited time period.

It consists of 8 Chapters divided into 57 articles.Competent authorities at all levels shall, regularly monitor the quality of the soil and groundwater, and perform verification of sites suspected of having soil and groundwater pollution, and control pollution sources and investigate the state of environmental pollution.

    This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.
