    Timor-Leste, Eastern Asia, Oceania

The Country Environmental Analysis (CEA) for Timor-Leste identifies environmental priorities through a systematic review of environmental issues in natural resources management and environmental health in the context of the country's economic development and environmental institutions. Lack of data has been the main limitation in presenting a more rigorous analysis. Nevertheless, the report builds on the best available secondary data, presents new data on the country's wealth composition, and derives new results on the costs of water and air pollution.

Due to climate change and increasing
food prices, emphasis needs to be placed on addressing water
management as a key determinant for agricultural production
and productivity. However, governments and donors have
tended to pay relatively little attention to this area, and
investments remain low. This report, which is based on
economic and sector work carried out in the Water Anchor of
the World Bank, highlights the importance of improving water

    Poverty reduction strategies (PRSs)
provide a central framework for macroeconomic, structural,
and social policies in developing countries. Because of the
numerous and complex links between environment and poverty,
it is important that environmental issues are taken into
account in the PRS process. This paper follows six previous
assessments of the degree of mainstreaming environment in
the PRS process using a similar methodology to present

Based on analysis of recent data on the
evolution of global temperatures, snow and ice covers, and
sea level rise, the Intergovernmental Panel on Climate
Change (IPCC) has recently declared that "warming of
the climate system is unequivocal." Global surface
temperatures, in particular, have increased during the past
50 years at twice the speed observed during the first half
of the 20th century. The IPCC has also concluded that with

The purpose of this paper is to provide
information on how to transform and strengthen pluralistic
agricultural extension and advisory systems in moving toward
the broader goal of increasing farm income and improving

    A Benefit-Cost Analysis (BCA) was
undertaken to assess the returns to land management
practices of major land use types, namely forests,
rangelands, and selected crops (rice, maize, cotton, and

and an assessment carried out how the expenditure is aligned
to land policies and how it is targeted to land degradation

The purpose of this policy note is to
contribute to an understanding of the factors that combine
to constrain the development of smallholder agriculture in
Swaziland. It seeks to shed light on why, despite being
well-endowed in land and water resources, and despite having
a climate that is generally favorable for the production of
crops and livestock, Swaziland is obliged to import
substantial amounts of food to feed the population. Also,
