    The report is an initiative of the Agriculture and Rural Development Department (ARD) of the World Bank. Aquaculture is the fastest-growing food sector in the world and is expected to contribute more than 50 percent of total fish consumption by 2020. Just over 90 percent of aquaculture production originates in Asia, and nearly 70 percent in China alone. Efforts to expand aquaculture production to meet the ever increasing worldwide demand for seafood continue.

    This Guide has been developed to assist in the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (the VGGT) with regard to fisheries in marine and inland waters. It explains the characteristics of the fisheries sector and provides technical guidance. Its purpose is to contribute to the achievement of the VGGT objectives in respect of the improvement of governance of tenure in fisheries.

    The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Planning and financial evaluation of production costs shall be prepared and funds destined to support all agricultural, forestry and aquaculture activities and operations.

    A method of consensus building for management of wetlands and fisheries using a systematic approach to participatory planning and initially developed in Bangladesh is now being applied in both Bangladesh and the Mekong delta. The method recognizes diversity in livelihoods and works through a structured learning and planning process that focuses on common interests. It works with each category of stakeholder separately to prioritize the natural resource problems that their livelihoods are largely dependent on, they then share and agree common priorities in plenary.

    There is still a long road ahead before all Indonesian's can benefit from the full potential of ICT. That road seems even longer to rural women. Despite some improvements in access and the rapid deployment of lower cost wireless technologies, not much has changed in rural areas of Indonesia. Infrastructure in rural areas is limited and existing services are expensive and practically outside of rural women's reach. Women still face enormous barriers and access to communications and information relevant to their realities is very limited.
