    These Regulations amend the Industrial Emissions (Framework) Regulations as regards the requirements for certain categories of installations, combustion plants, waste incineration plants or waste co-incineration plants in general binding rules that the Malta Environment and Planning Authority may adopt (see regulation 8).

    These provisions lay down amendments and addenda to the Nitrates Action Programme Regulations. New definitions are inserted in regulation 2 (livestock unit, deep litter system). The addenda concern exemptions for units of bovines, swine, ovines, caprines and rabbits, as well as production units of layer hens and broilers managed by a single farmer having an animal population equivalent or lower than the animal populations listed in Schedule IV (but in any case less than three livestock units).

    These Regulations provide a framework for the integrated prevention and control of pollution arising from industrial activities. They also lay down rules designed to prevent or, where that is not practicable, to reduce emissions into air, water and land and to prevent the generation of waste, in order to achieve a high level of protection of the environment taken as a whole. These provisions apply to industrial activities giving rise to pollution. Research activities, development activities and the testing of new products and processes are excluded from the application scope.

    These Regulations set out the Nitrates Action Programme and lay down provisions applicable to agricultural activities in Malta. The aim is to reduce pollution of water resources by nitrates from agricultural sources. Regulation 4 establishes that any farmer responsible for agricultural activities must prepare each year a fertilizer plan in respect of its holding.

    These provisions amend the Waste Management (Landfill) Regulations by supplementing regulation 6, which specifies the wastes that may not be accepted in a landfill. In particular, hospital and other clinical waste arising from medical or veterinary establishments shall not be accepted.
