La información es expuesta a través de explicaciones apoyadas en ejemplos y en citas de normas importantes para su mejor comprensión. La cartilla N°2 aborda los derechos al territorio y los recursos naturales.

    The Government of Peru is gradually advancing in the process of recognizing and formalizing the territorial rights of the indigenous peoples of the Amazon. 
    In order to document and analyse how titling is carried out and how the local population perceives its impacts, the Centre for International Forestry Research (CIFOR), with the support of German development cooperation, conducted a study on the progress and challenges of native community titling processes. this is the summary of the study conducted in the Ucayali and San Martin regions of the Peruvian Amazon.

    The purpose of this paper is to highlight the detrimental impact of land tenure insecurity on deforestation in the Brazilian Amazon. It is related to recent controversies about the detrimental impact of land laws on deforestation, which seem to legitimize land encroachments. The latter is mainly the result of land tenure insecurity which is a key characteristic of this region and results from a long history of interactions between rural social unrest and land reforms or land laws. A simple model is developed where strategic interactions between farmers lead to excessive deforestation.

    While the potential contribution of a nationally implemented program for Reducing Emissions from Deforestation and Forest Degradation (REDD+) to developing countries’ budgets remains as yet obscure, two general concerns are that REDD+ will i) incentivize land grabbing and ii) remain financially uncompetitive against current commercial forest uses.

    En los últimos años, la frontera agrícola en el Estado Plurinacional de Bolivia se ha expandido considerablemente. Debido al cambio climático, se espera una reducción del rendimiento de los cultivos, lo que producirá una nueva expansión en dicha frontera. Por este motivo, es necesario desarrollar una agricultura más eficiente, que incluya medidas de adaptación vinculadas a políticas macroeconómicas de protección de los recursos naturales.

    Se analiza si la deforestación en la región amazónica es un caso típico de fallo del mercado. Se calcula el costo de oportunidad de actividades económicas que contribuyen a la deforestación, comparado con el costo de los usos que dejan intactos a los bosques. Respecto a los recursos ambientales en peligro, las modalidades de uso productivo de la tierra se consideran en función del valor de los beneficios netos de las actividades primarias realizadas en tierra.

    The article discusses whether deforestation in the Amazonian region should be considered a typical case of market failure and computes the opportunity cost of economic activities that promote deforestation relative to uses that keep the forest intact. For environmental resources threatened by Amazon deforestation, forms of productive land use (“opportunity” uses) are considered in terms of the net benefit values of primary land-based activities.

    Colombia’s Andean-Amazonian foothills are among the most pressing deforestation hotspots in the country. Yet, the relationships and dependencies of underlying deforestation drivers are not well understood. For an adequate territorial reorganization in the post-conflict era that is sensitive to local context, a targeted analysis of the present situation at the local level is required. This study investigates direct and indirect deforestation drivers, relationships among these and potential measures to lower deforestation post-conflict.
