    These Regulations are enacted in order to promote the development of rural forestry and give full play to the role of forest and woodland resources in rural economic construction in Yanbian Korean Autonomous Prefecture. The Text consists of 45 Articles.The Regulations make provisions for: forest and woodland ownership and rights; resource management; production and operation; forestry workstation construction; measures for inspection and liabilities, etc. The rural woodland shall be collectively owned by the township and village peasants.

    These Regulations, consisting of 40 Articles, are enacted to strengthen the planning, protection, construction, management and utilization of ethnic cultural villages in Qiandongnan Miao and Dong Autonomous Prefecture.The administrative departments for construction of the people's governments at the county level should plan for the protection of ethnic cultural villages, and delimit the protected areas. The planning, construction, protection, management and utilization of ethnic cultural villages should respect the wishes of the local people and safeguard the interests thereof.

The Regulations consist of 7 Chapters: General provisions (I); Land tenure management (II); Protection and utilization of forest lands (III); Expropriation and occupation (IV); Legal liability (V); Supplementary Provisions (VI).The forest lands are under the State ownership and collective ownership. The forest lands owned by the State or owned by collectives, may be used by the entity or individuals for forestry production.

    "Transfer of forest resources" refers to the economic activities to transfer the ownership of woods and the right of use of the forest land (wildlife, mineral resources and underground matters are not included) from one to another. Timber forest, groves of bamboo, economic forest and fuel forest are transferable (art. 5). The forests in scenic spot, historic site and in natural reserve or protected areas are not transferable; it is forbidden to transfer the forest, which have unclear or disputable ownership (art. 6).
