An urgent need to stop degradation is frequently cited as support for climate mitigation efforts involving forests. However, lessons learnt from social science research on degradation narratives are not taken into consideration. This creates a risk of problematic degradation narratives being used to legitimise forest carbon projects. This study examined a Clean Development Mechanism (CDM) forest plantation in Uganda, where incomplete and partly contradictory evidence on land use change was interpreted in a way that overemphasised degradation.

The degradation of forests is a threat to both the functioning of ecosystems and the well-being of human communities. Nations have for several years grappled with the challenge of finding ways of restoring forest landscapes that suit the ecological constraints of particular sites as well as the socio-economic circumstances of the landowners or land users, and ensure resilience under various future uncertainties. Forest landscape restoration is a feasible option through which these challenges can be addressed.

Uganda has been monitoring its forest resources through mapping and forest inventories since the 1990s. However, the approach and frequency of data generation needs to be improved if the country is to construct a reference level compliant with the principles of the Intergovernmental Panel on Climate Change. Efforts were also needed to assess forest cover change in the country.

The economic advantages of improved agro forestry fallow systems over traditional continuous cropping systems are important tools that can be used to influence the choice of land use options at household levels. In Kigezi highlands Uganda, the upper parts of farmers’ crop field terraces are degraded due to continuous cropping. Improved fallows are being promoted in order to increase soil productivity while increasing fuelwood production.

    A Country Environmental Analysis (CEA)
is a World Bank analytical tool used to integrate
environmental issues into development assistance strategies,
programs, and projects. To that end, the CEA synthesizes
environmental issues, highlights the environmental and
economic implications of development policies, and evaluates
the country's environmental management capacity. It is
composed of three analytical building blocks: the

After a destructive civil war and
extreme political instability, Uganda began its
reconstruction process in 1987. Within the enabling
environment of macroeconomic stability, most of the progress
on the twin goals was attributable to higher agricultural
incomes. Poverty reduction among households primarily
engaged in agriculture accounted for 53 percent of the
reduction in poverty from 2006 to 2010 and 77 percent of the

This report summarizes the findings of
the Uganda Sustainable Land Management Public Expenditure
Review (SLM PER). The SLM PER was undertaken to achieve six
main objectives: (i) establish a robust data base on
SLM-related public expenditure that can support credible
empirical analysis; (ii) develop a sound methodology for
conducting SLM PERs, which could guide similar work in the
future; (iii) analyze the level and composition of SLM
