Many law and development scholars have assumed that unified land rights are a pre-condition to development and that a pluralistic tenure land system is a major source of uncertainty and insecurity. This article challenges this commonly held assumption by way of a case study of Indonesia's effort to unify the laws governing land.

Due to implementation land use planning, controlling is needed as effort for the implementation is appropriate with the planning. According to Spatial Planning Act No.26/2007, land use control instruments are zoning regulation, permit, incentive and disincentive, and sanction. In Indonesia, zoning regulation is new instrument and only a few of city that have made and uses zoning regulation as land use control instrument.

Reports & ResearchTraining Resources & ToolsDecember, 2010Indonesia, Eastern Asia, OceaniaThe tsunami that originated from the Indian Ocean in 2004 wreaked massive destruction, killing more than 130,000 people and displacing half a million individuals in Aceh, Indonesia. More than 800 kilometers of coastline was affected, and close to 53,795 land parcels were destroyed. The land administration system sustained significant damage because documentation of land ownership was washed away along with people's houses and other possessions in the affected communities. Physical boundary markers, including trees and fences, also disappeared.
