This paper looks at the dynamics of land and violent conflict. It states that conflict situations in rural societies deeply affect the politics of land, and that land requires a careful approach by policy makers because it is a central element in the evolution of societies. As a result, policies pertaining to land are not neutral in terms of conflict management.The paper argues that donors seeking to promote peace and development should tackle land issues in recipient countries more systematically, more carefully and in a more coherent manner.

With an estimated 40 percent of people in Africa, South America and Asia living in drylands, land degradation poses a significant threat to food security and survival. This report looks at the relationship between gender and dryland management based on an analysis of field experiences in Africa and Asia. Highlighting the roles of women and men in dryland areas for food security, land conservation/desertification, and the conservation of biodiversity, it makes available key findings on a number of projects and programs in the regions.

This paper shows how the prospect of a forest carbon market in Papua New Guinea added a new element of instability to national forest policy and property processes that were already moving in contradictory directions. In particular we examine attempts by foreign investors to forge voluntary carbon agreements with customary landowners after the Bali climate change conference of 2007, and the mobilization of state institutions to counter these ‘private dealings’.
Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.
This paper represents part of an area of work on land tenure in post-conflict situations. An earlier LSP paper explored post-conflict land tenure in the context of sustainable livelihoods (LSP Working Paper 18: Unruh, J. (2004). “Post-conflict land tenure: using a sustainable livelihoods approach”.)
