    Le Cadre d’analyse de la gouvernance foncière (CAGF) est un outil de diagnostic permettant d’évaluer le cadre juridique, les politiques et les pratiques en matière de gestion foncière et d’utilisation des terres.

    Ce cadre conceptuel a été élaboré par la Banque mondiale depuis 2008 dans le cadre d’un partenariat avec la FAO, ONU- Habitat, le FIDA, l’IFPRI, l’Union africaine et des agences de développement bilatérales, comme outil de diagnostic permettant d’évaluer le statut de la gouvernance foncière d’un pays.

    This manual of guidelines is distributed by the Ministry of Lands and Resettlement to guide Communal Area residents and land authorities about group land rights. This guidance is official. This means that advice should be followed – as relevant to the case in point. Although formal provision for group land rights is new, the idea of holding rights collectively is well known in Communal Areas. Under customary norms, many residents already hold rights to a particular area not as individuals but as members of families and communities (or ‘groups’).

    The shifting of national capitals from old cities to new sites was fashionable from the 1956 to 1990s. While in the past this move was politically motivated, in the later decades this shift has been motivated by economic and innovation attributes to establish centres for building states and national identity. Tanzania declared its intention of shifting the national capital from Dar es Salaam to Dodoma in 1973. This declaration and the recent establishment of large institutions in Dodoma fuelled its expansion from a small town of about 45,000 people in 1973 to 410,956 people in 2012.
