Climate change in the African drylands: Options and opportunities for adaptation and mitigation cover image

The drylands of Africa, exclusive of hyper-arid zones, occupy about 43 per cent of the continent, and are home to a rapidly growing population that currently stands at about 325 million people. Dry zones, inclusive of hyper-arid lands, cover over 70 per cent of the continent’s terrestrial surface. Outside of the cities many dryland inhabitants are either pastoralists, sedentary or nomadic, or agro-pastoralists, combining livestock-rearing and crop production where conditions allow.

As the world reviews its progress in tackling global poverty and achieving the Millennium Development Goals (MDGs), drylands can no longer be ignored. Drylands account for more than a third of the world’s land surface and more than 2 billion of its people. Yet for too long, drylands and their inhabitants have been neglected in development processes.

Water scarcity and desertification cover image

    Global

The challenges and threats of water scarcity to dryland populations are set to increase in magnitude and scope. As the world’s population has swollen to well over 6 billion people, some countries have already reached the limits of their water resources. With the existing climate change scenario, almost half the world’s population will be living in areas of high water stress by 2030, including between 75 million and 250 million people in Africa. In addition, water scarcity in some arid and semi-arid places will displace between 24 million and 700 million people (WWDR 2009).

    Kenya

The absence of a clearly defined land use policy in Kenya after years of independence has resulted in a haphazard approach to managing the different land use practices and policy responses. Land use continues to be addressed through many uncoordinated legal and policy frameworks that have done little to unravel the many issues that affect land use management. The Constitution of Kenya 2010, Kenya Vision 2030 and the Sessional Paper No. 3 of 2009 on National Land Policy all call for a clear framework for effectively addressing the challenges related to land use.
