Consolidation and post-consolidation development-related investments are an opportunity to improve living and working conditions of rural residents. Land consolidation is practically the only comprehensive tool to improve the shape of the transport network in the areas covered by this process. Any activities aimed at rural area development should not disregard the inhabitants who are "the tools" that implement given mechanisms. To a large extent, the effectiveness of social activities is determined by the participants’ expectations towards the projects and their knowledge of the subject. Land consolidation projects are the ideal tools for rural development. Land consolidation may be described as the planned readjustment of land ownership patterns with the aim of creating larger and more rational land holdings.

Ownership of agricultural land is very fragmented in Turkey, as is the case in countries within central Europe. This prevents agricultural efficiency from reaching desired levels. Land consolidation involves redistributing land ownership so that individual farmers own fewer, larger, more compact and more contiguous land parcels. In Turkey, generally voluntary land consolidation projects are performed, while some financial limitations and political conditions prevent land consolidation reach to its desired level.

With a view to its use in relation to land consolidation programmes, we present an approach to evaluation of land distributions that aggregates the influences of the size, shape and dispersion of plots on productivity and is designed for computer implementation in a geographical information system. It is envisaged that it will be useful for identification of areas in which land consolidation is required, for evaluation of consolidation projects, and for consolidation project optimization.

As a result of the Land Reform, property forming and land market, farm areas were often built up from a number of land plots (up to 20), sometimes with unfavourable order. With the rural development and stabilization of farm production, the role and tasks of rational territory organization are expected to increase significantly in the area. It can be forecasted that, as a result of land rent and further purchase and sell, and other transactions, many new farmland properties are expected to appear that will not correspond to the requirements of rational territorial organization.
