    Why Land and Property Rights Matter for Gender Equality

    Securing women’s rights, access to, and control over housing, land, and property (HLP) are important for livelihood generation, food security, a store of wealth, and other economic benefits. Ensuring women’s HLP rights also provides social benefits, such as improved bargaining power within the household and community. Data on women’s rights to HLP is limited, but available evidence from 53 countries shows that within those countries, over 70 percent of women do not own any land. Without action, women are at risk of being left farther behind.

    The Sustainable Development Goals (SDGs) 1.4.2 and 5.A.1 refer to the strengthening of women’s land and property rights as a fundamental pathway towards poverty reduction and women’s empowerment. Securing women’s land and property rights can increase agricultural productivity, incentivise the adoption of climate-resilient natural resource management and increase household spending on health and education.

    Within the framework of implementing the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), this paper summarizes the empirical findings from three sequentially related phases of the Food and Agriculture Organization’s (FAO) VGGT programme, implemented as a pilot project in 2018. The methodology used relied first on context analysis of the critical aspects influencing and hindering women´s land rights.

    Studies draw attention to gender inequalities in land tenure. While some insist that gender inequalities in land tenure exists others do not. This paper discusses a study that examined gender issues in customary land ownership in the Wa Municipality. It sought to understand and find ways of bridging the gender gaps, if any. A survey covering 151 respondents comprising Chiefs, Tendamba, women and family heads was undertaken. The research revealed significant disparities between men and women regarding access to and ownership of land.

    This report uses household-level data from 33, mostly developing, countries to analyse perceptions of tenure insecurity among women. We test two hypotheses: (1) that women feel more insecure than men; and (2) that increasing statutory protections for women, for instance by issuing joint named titles or making inheritance law more gender equal, increases de facto tenure security.
