The approval by the public of the Constitution at the referendum on August 4, 2010 and its promulgation on August 27, 2010 heralded a new dawn of governance in Kenya. Through its broad provisions, it is expected that it will spur social and economic development and secure the land rights of all Kenyans, by among others guaranteeing them ownership, control and access to natural resources.

    This article examines the evolution of policy recommendations concerning rural land issues since the formulation of the World Bank’s “Land Reform Policy Paper” in 1975. That paper set out three guiding principles: the desirability of owner-operated family farms; the need for markets to permit land to be transferred to more productive users; and the importance of an egalitarian asset distribution.

The two day forum was partly one of the planned activities in the Institute’s three year Strategic plan and a special event to commemorate the Institute’s tenth Anniversary. Despite some improvements in access and the rapid deployment of lower cost wireless technologies, not much has changed in rural areas of Indonesia.
