In pastoral societies women face many challenges. Some describe these as a ‘double burden’ –
that is, as pastoralists and as women. However, pastoral women may obtain a significant degree
of protection from customary law even if customary institutions are male-dominated. In periods
of change (economic, social, political), this protection may be lost, and without protection from
statutory laws, women are in danger of “falling between two stools” (Adoko and Levine 2009). A

In most cases, the establishment of protected areas (PAs) goes hand-in-hand with an increase in conservation costs to communities living adjacent to these PAs. This paper draws insights from gender theories in particular feminist political ecology approach to unravel the impact of PAs on men and women around the Kilimanjaro National Park (NP) and the Enduimet Wildlife Management Area (WMA) in Tanzania. The Pastoral Women’s Council (PWC) is a community-based organisation established in 1997 in Tanzania. It was founded to promote the development of Maasai pastoralist women and children by facilitating their access to education, health, social services and economic empowerment. It seeks to address women’s marginalisation in patriarchal Maasai culture, as well as the poverty among the Maasai that has long been underpinned by land access restrictions for pastoralists, hunters and gatherers.
