Land rights are ascendant across the development sector. Movements addressing women’s empowerment, poverty, social justice, food security and climate change are all increasingly turning to land rights to strengthen their cause. In 2022, renowned philanthropist MacKenzie Scott joined these efforts by making an unprecedented $20 million investment in our work. Ms. Scott’s generous gift represents a profound endorsement of the power of land rights to improve the lives of women, men, and communities around the world.

Land is a factor of development. It is the most influential determinant of developmentbecause women, youths, and men (and households) depend on it for their livelihoods and formaintaining their living conditions in urban, peri-urban, and rural areas. However, in most cases,women and youth remain excluded from efforts towards securing land rights or the benefits that emanate from the use of land.

Zambia remains committed to the socio-economic development planning of the country as reflected by the return to development planning in 2005. The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

Looking at several large-scale land deals in Mozambique, Tanzania and Zambia, this extraordinary documentary highlights the nuanced impacts of these investments. Small-scale farmers and producers, national government officials, and African policy-makers unpack the deals, showing that there are winners and losers when providing investors access to large tracts of land in Africa. For example, land deals impact differently on women and youth, and altering land regimes also impacts on access to other natural resources such as water, fish, and local indigenous vegetables.

The collective model of the household predicts that bargaining power determines the share of resources allocated to an individual within the household. The concept of bargaining power is elusive, however. It is perhaps useful at this point to outline the possible determinants of bargaining power, while not making any claims to measure power itself.

This simple framework has proved immensely useful; despite a common misperception, it can explain many differences in well-being or consumption patterns within households.

Economists who analyze household decisionmaking allocation have traditionally assumed that the household acts as a single unit. They assume that there exists one decisionmaker whose preferences form the basis of household welfare and that all household resources are effectively pooled. This approach is known as the “unitary model,” the “common preference model,” or the “joint family utility model,” depending on the study consulted.
