Over time, there have been complaints from various communities and recently, the past governments have sought to listen the ailing communities. The National Land Policy and the National Land Commission characterize efforts to remedy the continued situation bedeviling the African communities.

Zambia recognizes two types of land tenure: customary and leasehold tenure. While historically the majority of land in Zambia has been held under customary tenure, leases (also called leasehold titles) are the only legal means of holding land rights. In 1995, a new Land Act was passed, which makes it easier for investors to acquire leasehold titles to customary land. When an investor obtains a leasehold title to customary land, the customary land reverts to the state once the lease expires and is thereafter governed by statute.

Lessons from Dar es Salaam LGAs
Journal Articles & BooksJanuary, 2014TanzaniaProperty taxation has a long history of implementation in Dar es Salaam; yet Local Government Authorities (LGAs) ability to raise revenue through property tax has remained low. This article examines various initiatives by the government to develop a functional property tax system capable of generating sufficient revenue for the LGAs. It observes that while there have been efforts to develop the capacity of LGAs in exploiting the property tax revenue source, the tax base coverage and revenue collection levels are still critical, calling for more attention.

Journal Articles & BooksJanuary, 2014TanzaniaThe practice of food security assessment in Tanzania is based on use of food crops production data surveys of a preceding seasonal year with agro-meteorological analyses based on estimated vegetation status as reflected from NDVI computed from NOAA satellite images. Food security assessment essentially is a prediction of food availability in predefined future time framework. It helps to establish availability or deficiency of food, thereby facilitating planning and implementation of strategies to mitigate the problem of hunger.

This study aims to examine current land access and youth livelihood opportunities in Southern Ethiopia. We used survey data from the relatively land abundant districts of Oromia Region and from the land scarce districts of Southern Nations, Nationalities and Peoples' (SNNP) Region. Although access to agricultural land is a constitutional right for rural residents of Ethiopia, we found that youth in the rural south have limited potential to obtain agricultural land that can be a basis for viable livelihood. The law prohibits the purchase and sale of land in Ethiopia.

Under the Common Agricultural Policy of the European Union, land resources are no longer only a factor of agricultural production but they have become also a source of public goods. The aim of this article is to identify whether convergence processes in the development of agricultural land structures in the EU-25 take place in connection with the functioning of agriculture in the EU Member States under the CAP.
