Improving accountability in agricultural investments: Reflections from legal empowerment initiatives in West Africa

A recent surge in agribusiness plantation deals has increased pressures on land in many low- and middle-income countries. Rural people have mobilised to protect their rights, seek better terms or oppose the deals altogether. Since 2014, an initiative in Cameroon, Ghana and Senegal has worked to help people harness the law in order to have greater control over decisions that affect them – a process commonly referred to as legal empowerment.

L’étude identifie les enjeux auxquels les Etats doivent faire face ; elle reconnaît également les bonnes pratiques et les initiatives entreprises en matière de la gouvernance de la tenure des terres et des ressources naturelles.

The report reviews a broad range of food security and agricultural development policy decisions implemented over the period 2007 to 2012 in more than 70 countries in Asia, Africa, Latin America and the Caribbean. Selected policy decisions were analysed following FAPDA’s classification, dividing policy decisions into three main categories: producer-oriented policies, consumer-oriented policies, as well as trade-oriented and macroeconomic policies. Policy decisions reviewed included those most debated and most frequently implemented since the 2007/08 food price crisis.

The African Union Commission (AUC), the United Nations Economic Commission for Africa (ECA) and the Africa Development Bank (AfDB), acting as a consortium, have launched a joint initiative to develop a land policy framework in Africa to strengthen land rights, enhance productivity and secure livelihoods. Working in close collaboration with the regional economic communities (RECs), regional studies and regional consultations are being conducted to provide inputs into the development of the framework. This report is on the West Africa region.
