Land records, therefore, are of great concern to every country’s government as well as every individual who owns, occupies, uses or has an interest in a parcel of land. In relation to land a person will feel secured or safe with regards to land rights if she has security of tenure and security of tenure is a question of fact.

Paper discusses Zambia’s dual land tenure system, the ways in which gender issues have been incorporated in legal and policy documents, and the extent to which this has been reflected in practice. It also examines the role of donors in legal and policy processes and donor support to civil society in relation to women’s land rights. Gender and land policies provide for the allocation of land to women, but have little impact on the ground. Customary law is on the whole discriminatory against women, in particular with regard to land ownership.

Zambia’s agriculture sector provides the main support for the rural economy. This assertion is based on the fact that about forty nine percent of the Zambian population depends on agriculture, primarily through smallholder production for their livelihoods and employment (CSO, 2014). Notwithstanding this fact, in 2015 the sector contributed 8.5 percent to the GDP and approximately 9.6 percent of national export earnings (CSO, 2015; World Bank, 2016). The potential for agricultural growth in Zambia is staggering.

Zambia remains committed to the socio-economic development planning of the country as reflected by the return to development planning in 2005. The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

The need for energy security and climate change mitigation have increased blending mandates worldwide; in Southern Africa, demand for biofuels could increase following South Africa’s planned blending mandates. However, land constraints limit local industry expansion, with demand likely to be met in land-abundant countries. This paper reviews the status of the biofuels industry in Zambia, as a land-abundant country, for the local and wider Southern African market. It identifies potential biofuel feedstocks as crucial elements for establishing a viable industry.

Land Tenure Working Paper 19. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

This thematic issue of the Land Tenure Journal brings together theories and practices related to land tenure and climate change both from the mitigation and adaptation perspectives. Articles look at the implications that REDD+ and Payments for Environmental Services pose to land tenure and administration, propose approaches to deal with the new challenges and analyse the adaptation of local tenure systems and livelihoods to climate change.
