    La presente Ley rige el desarrollo, el uso y la protección de los recursos de aguas de la Nación, así como su administración; confirma y refuerza la función de la Comisión Nacional del Agua como principal organismo de vigilancia y desarrollo de los recursos hídricos de la Nación y establece los Consejos de Cuenca, que son instancias de coordinación y concertación entre todas las distintas dependencias públicas interesadas, incluidos los usuarios de aguas. Se considera la programación hidráulica nacional como una función fundamental del Gobierno Federal.

    In the developed countries less than 20 per cent of the population is engaged in agriculture. The rest is employed in the industrial sector. In the underdeveloped countries less than 10 per cent of the population is employed in the industrial sector and the rest is engaged in agriculture. At once this dictates that, for some time to come, the route to development in the latter countries will depend on agriculture, which also mainly depends on land policy and tenure. The land question is a contradiction in land rights and consequential social, economic and political abuses replicated on it.

    This Decree establishes that the forms of Certificate of landownership can be used provisionally, till the issues of the state legal form, as a document for lifelong ownership valid for inheritance and limitless (permanent) land lease. This Decree validates the forms of Certificate of landownership, Contract of tenancy for agricultural land, Contract of temporal leasehold of agricultural land. The forms of these documents are supplied in Annexes.

    Le Code foncier et domanial est un document détaillé qui définit les lois fondamentales de la propriété privée et publique et d'autres droits réels, et la transmission de ces dits droits. Le droit de propriété est absolu de principe, et ne peut être limité que par des dispositions prévues par la loi (art. 2). La loi donne une liste des autres droits réels (art. 14). Parmi ceux-ci figure une convention de longue durée, de quinze à quatre-vingt-dix-neuf ans, susceptible d'hypothèque (art. 17 à 27).
