Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.

In many countries across the world, the growth of cities has stimulated the establishment and expansion of productive businesses by reducing the distance between suppliers and customers. The growth of cities has also facilitated provision of social services and infrastructure through economies of scale.

Đổi Mới, the name given to the economic reforms initiated in 1986 in Vietnam, has renewed the party-state’s ambitious scheme of industrialization and has intensified the process of urbanization in Vietnam. A large area of land has been converted for these purposes, with various effects on both the state and society. This article sheds light on how land conversion has resulted in farmers’ resistance and in what way and to what extent it has transformed their livelihoods in the transitional context of contemporary Vietnam.
