It provides the legal framework that empowers local communities located in or near forest lands to access, manage, use and benefit from forest resources on those lands for sustenance and livelihood improvements as well as for community development. The Act provides for forestry land to be classified as Community forestry land.

    The Act consists of 99 sections which are divided into 6 Parts: Preliminary (I); Land Holding (II); Control of Land Use (III); Land Management (IV); Land Tribunals (V); Miscellaneous (VI).Sections 3 declares all land in Uganda to be vested in its citizens and divides land tenure systems into 4 categories: customary; freehold; mailo; and leasehold. Section 4 defines these titles in detail. Mailo tenure is a form of tenure that permits the separation of ownership of land from the ownership of developments of the land made by a lawful or bona fide occupant.

    This Act strengthens the legal framework concerning title to custom land and concerns management of custom land by customary institutions. It formalizes the recognition of customary institutions termed ‘nakamals’ and ‘custom area land tribunals’ to determine the rules of custom which form the basis of ownership and use of land in Vanuatu. In general the Act aims at holding of custom land by owners as a group. Custom land means land owned or occupied, or land in which an interest is held, by one or more persons in accordance with the rules of custom.

All land in Lesotho is vested in the Basotho Nation and is held in trust by the King.
